Area of Operations

 

Balloon Glow and event launch site will be at 1012 Coopers Bottom Road, Milton, KY  located approximately at N 38.43.66 and W 85.23.16

 

This balloon event will consist of a balloon glow on Friday August 15, 2008 at 9:00p.m. and the Hare and Hound balloon competitions on Saturday morning at 7:15a.m. and Saturday evening at 7:00p.m. August 16, 2008.

Crowd control will be conducted by RibberFest Balloon Committee by means of barrier tape and public address loudspeakers.  

 

Description of Operations

 

This balloon event will be a hare and hound competition.  The Hare balloon will inflate and launch first.  Hound balloons will be permitted to launch ten to fifteen minutes after the Hare balloon depending on surface wind speed.  The objective for Hound balloons will be to maneuver as close as possible to a target laid out by the hare balloon and drop a marker on the target.  Flight time for this event is estimated at one hour.  Hound balloons will be permitted to land in the same field as the Hare balloon if a minimum distance of 250’ can be maintained between the Hare and Hound Balloons.  In the event that the landing site cannot safely accommodate the Hound balloons, they will be required to continue on and select an appropriate site for their individual landings. Scoring crew will attempt to score a 250’ scoring area or within the limits of the scoring area.  The Hare balloon and scoring crew will be responsible for keeping the target area clear of spectators. The target will close at 0745. Failure to keep hound chase crews clear of this area makes that team subject to disqualification.

 

 Pilot and Crew Qualifications

 

All pilots must have a current private or commercial balloon certificate.  Pilots will be required to provide evidence of currency upon request.

 

Only crewmembers may be carried as passengers during this event.  All crewmembers must be designated by the pilot in command and have been given appropriate training in the conduct of their duties. Crewmembers must attend the pilot briefings. 

 

Pilot and Crew Member Briefing Requirements

Pilots will be briefed at a mandatory meeting scheduled at 2030 hours (8:30 PM) local time on August 15, 2008.

Pilots will be briefed at a mandatory briefing scheduled at 00630 hours (6:30AM) local time on August 16, 2008. 

Pilots will be briefed at a mandatory briefing scheduled at 1815 hours (6:15PM) local time on August 16, 2008.

The briefing will be held at the launch site.  The briefing will cover at a minimum the following items:

 

·        Rules Governing the Event

·        Weather

·        Appropriate Communications Frequencies and Phone #’s

·        Contents of the Competition Manual

·        Launch Procedures

 

Pilots that do not answer roll call will be disqualified.

 

Certification and Airworthiness Determinations

 

Each pilot will be required to have the following inspected prior to flying if requested by the FAA.

 

·        Pilot Certificate

·        Proof of Biennial Flight Review

·        Aircraft Registration

·        Aircraft Logbook

·        Certificate of Airworthiness

·        Aircraft Flight Manual

 

 

Flight Limitations

 

 Day VFR weather with surface winds not to exceed 10 kts.

 

 

Scoring System

 

Competitors will be ranked in order of performance according to the rules for each task as defined in Rule 14.1 of the BFA-CD Sanctioned Rules.

Scores of competing pilots entered in each Sanctioned Task shall be computed by the following formula:

Where P equals the number of competitive positions, and N is the numerical position of a pilot when pilots are numbered in sequence according to their standing in the task results. In the event of a tie in a task, tied competitors shall each be awarded the average score of the tied places.  The maximum score for a “no result” is 500 points.

Other:

 

Only pilots, crew, event personnel, media and public safety officers will be allowed in the Balloon Glow or Hare and Hound Competition Launch areas.

 

All pilots must use a tie-off line during inflation. 

 

Only designated crew members or event personnel will be allowed within 250’ of the Hare balloon landing site.

 

Pilots will establish a positive rate of climb from the launch site until at a safe altitude in order to be compliant with FAR Part 91. If the flight path will take balloons over a congested area, an altitude of 1000’ above the highest obstacle within a 500’ radius is to be established.

 

If balloon touches ground or anything attached to ground prior to marker drop or within scoring area, that balloon will be disqualified for that target.

 

Water landings in the Ohio River will not be allowed.

 

Balloon operations will be halted when unauthorized persons, aircraft or vehicles enter the scoring area.

 

All balloon race entries will comply with all Federal Aviation Regulation Part 91.
